The council considers that the change of use of a domestic outbuilding to a
hairdressers has an unacceptable impact on residential amenity of neighbouring
properties in close proximity due to the comings and goings of customers and
increased non residential activity. The proposal is therefore contrary to paragraph
135 of the National Planning Policy Framework and Policy SP11 Development in a
Residential Area.

The application results in customer vehicles being parked in adjacent residential
streets compromising the safe operation of the highway and compromising
pedestrian safety, contrary to Policy SP56
POSITIVE AND PROACTIVE STATEMENT
Whilst the applicant entered into pre application discussions with the Local Planning
Authority these identified that it is not possible to support a scheme of this nature
and no amendments have been identified at this time to make it acceptable. The
application was submitted on the basis of these discussions and it was not
considered to be in accordance with the principles of the National Planning Policy
Framework resulting in this refusal.
