The Council considers that the proposed change of use to a Hot Food Takeaway (use class Sui Generis) conflicts with the advice within adopted Supplementary Planning Document SPD5 ‘Equal and Healthy Communities’ along with paragraph 97 of the NPPF on account that there is both a school and a college within 800 metres of the site and the proposal would therefore fail to promote a healthier community.
