Having regard to the above considerations, the proposal is partly or wholly contrary to the above-named policies.
The proposed first floor front extension is by virtue of its size, design, location and projection would not represent a subservient addition. The size and design of the proposal would dominate the front elevation of the existing property and the street scene in general.
Given the above considerations, the development is not considered to meet the design requirements of Local Plan Policies CS28 – Sustainable Design, and SP55 ‘Design Principles’ as well as the Council’s SPD ‘Householder Design Guide” and the NPPF. Given these considerations, this application is recommended for refusal.

The Council considers that the proposed first floor front extension and first floor bay window by virtue of its position, size and forward projection is of a poor design that is wholly at odds with the character of the host property and would detrimentally affect its appearance by overly dominating the front elevation. It would be clearly visible and prominent within the street scene and would be harmful to character and appearance of the host property and its adjoining neighbour. The proposal would therefore be materially detrimental to the street scene and locality. As such the development is not considered to meet the design requirements of Local Plan policies CS28 and SP55 and the Supplementary Planning Document - ‘Householder Design Guide’.

Positive and Proactive Statement
The applicant did not enter into any pre application discussions with the Local Planning Authority. It is not possible to support a scheme of this nature and no amendments have been identified at this stage to make it acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
