The site lies within the allocated Green Belt, where it is the policy of the Council to resist all inappropriate development, except in very special circumstances. The Council is of the opinion that the applicant has failed to demonstrate that the building is of substantial construction such that it can be converted to a holiday let. It is considered that there are no very special circumstances in this instance to overcome the harm caused by way of the inappropriate development in Green Belt, and any other harm. As such, the proposal is considered to be contrary to Local Plan Policies CS4 ‘Green Belt’ and SP2 ‘Development in the Green Belt’ as well as the guidance contained within the National Planning Policy Framework (NPPF).

The inclusion of a significant number of additional openings to allow for the conversion of the building to a holiday let use and the retention of metal roofing material creates a somewhat contrived appearance, and would result in a building of little visual interest at odds with the otherwise higher quality traditional stone built buildings in the area, which would be detrimental to the local character and distinctiveness of the area, contrary to Local Plan Policy SP55 ‘Design Principles’ and the design guidance in the NPPF.
POSITIVE AND PROACTIVE STATEMENT
The applicant did not enter into any pre application discussions with the Local Planning Authority. It was not possible to support a scheme of this nature nor would any amendments make it acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
