The proposed dwelling by virtue of its design and materials will be visually at odds with other dwellings set along Hallam Road and the area in general. The proposal would appear as an alien feature within the street scene and would not positively contribute to the local character and distinctiveness of the area and the way it functions to the detriment of the setting of the street scene. It is therefore considered to be in conflict with Local Plan policies CS28 Sustainable Design, SP55 ‘Design Principles’ and the NPPF.
POSITIVE AND PROACTIVE STATEMENT
The applicant did not enter into any pre application discussions with the Local Planning Authority. Whilst no detailed discussions took place during the determination of the application, these have identified that it is not possible to support a scheme of this nature nor would any amendments make it acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
