| Conditions / Reason for Refusal: |
01
The proposed garage/games room due to its size and height would have an unacceptable detrimental impact on the amenity of neighbouring properties by virtue of overshadowing and overbearing. In addition, the roof light windows would have result in overlooking and a loss of privacy to the private rear garden areas of neighbouring properties. The proposed development is therefore contrary to Local Plan Policies SP55, SPD Householder Design Guide and the NPPF.
02
Furthermore, the garage represents a disproportionate outbuilding which is out of keeping with the size of the plot and would be materially detrimental to the residential character of the area. It is therefore contrary to Local Plan policies CS28 and SP55 and the Supplementary Planning Document - ‘Householder Design Guide’ and the NPPF.
POSITIVE AND PROACTIVE STATEMENT
The applicant did not enter into any pre application discussions with the Local Planning Authority. Whilst discussions during the determination of the application have identified a possible acceptable alternative to this proposal, the applicant has been unwilling to amend the scheme. This was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
