| Conditions / Reason for Refusal: |
01
The Council considers that the proposed splitting of the existing site into two new plots would create a cramped development that is visually at odds with the surrounding urban grain of Sitwell Drive which is characterised by dwellings set in generally low density plots of a similar width. This would create a new development which is of a significantly higher density which would further exacerbate its visual prominence on the street scene. The proposal is considered to be in conflict with Local Plan policies CS28 Sustainable Design, SP12 Development on Residential Gardens and SP55 ‘Design Principles’ as well as the general advice within the NPPF.
02
The Council further considers that Plot 1 (the most westerly plot) would have an excessively dominant impact on the property to the west at 5 Sitwell Drive due to a combination of this being set further back into the site, having a much increased elongated length at a full two storey scale with rooms in the roofspace (which will appear as three storey when viewed from the north) as well as being sited in close proximity to the western boundary of the application site. This will result in an unacceptable dominant impact on the neighbour and is considered to be in conflict with Local Plan policies CS28 Sustainable Design, SP12 Development on Residential Gardens and SP55 ‘Design Principles’.
POSITIVE AND PROACTIVE STATEMENT
The applicant did not enter into any pre application discussions with the Local Planning Authority. Discussions during the determination of the application have identified that it is not possible to support a scheme of this nature nor would any amendments make it acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
