Rotherham Metropolitan Borough Council Council Online Planning - Decision Notice Summary

Planning Application Number: RB2023/1273
Site Address: 2 Wade Close Moorgate 0002
Description: Demolition of attached outbuilding and erection of two storey side extension, creation of room in roof space with rear dormer window
Officer Recommendation: REFUSED
Officer Recommendation Date: 08 February 2024
Decision Date: 08 February 2024
Decision Type: REFUSED
Temporary Expiry Date:
Decision Level/Committee: Proposed to be Delegated
Conditions / Reason for Refusal: 01 The Council considers that the proposed two storey side extension by virtue of its size over half the width of the original dwelling, design and location does not represent a subservient addition to the original property. The design and massing of the extension is out of character with the host property and would dominate the host property and unbalance the pair of semi-detached properties. The proposal would therefore be materially detrimental to the street scene and locality. As such the development is not considered to meet the design requirements of Local Plan policies CS28 and SP55 and the Supplementary Planning Document - ‘Householder Design Guide’.. 02 The Council further considers that the proposed rear dormer and roof light window by virtue of their location and proximity to the shared boundary with No 12 and distance to no 10 Oxley Grove would result in direct overlooking of the adjacent garden areas and would be contrary to the NPPF, policies CS28 ‘Sustainable Design’ and SP55 ‘Design Principles’ of the Local Plan and the adopted Supplementary Planning Document - ‘Householder Design Guide’. Positive and Proactive Statement The applicant did not enter into any pre application discussions with the Local Planning Authority. Whilst discussions during the determination of the application have identified a possible acceptable alternative to this proposal, the applicant has been unwilling to amend the scheme. This was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
