Conditions / Reason for Refusal:	01 The Council considers that the use of the land for dog daycare could result in a significant adverse impact on nearby residents, and the submitted Noise Assessment demonstrates that residents nearby will likely be subjected to significant noise disturbance even with mitigation measures in place. As such, the proposal is contrary to Local Plan Policies SP11 ‘Development in Residential Areas’ and SP52 ‘Pollution Control’ and the guidance in the NPPF. Informative Enforcement action has been authorised requiring the use of the land for dog day care to cease and the removal of unauthorised lighting columns in this location, within a compliance period of 3 months. POSITIVE AND PROACTIVE STATEMENT The applicant did not enter into any pre application discussions with the Local Planning Authority. It is not possible to support a scheme of this nature and no amendments have been identified at this time to make it acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
