RMBC considers all tree works applications against industry best practice, as detailed in the latest edition of British Standard 3998 and Local Plan policy SP33 ‘Conserving and Enhancing the Natural Environment’ which states that: “The Council can protect individual and groups of trees by the declaration of Tree Preservation Orders where it is important in the interest of amenity and there is reason to believe that trees are under specific threat.”
The proposed works do not provide a suitably detailed level of information required to determine what action will be carried out. British Standard 3998:2010 Tree Work – Recommendations, section 7.7.2 states that a work specification should:
“be accurate and clear, so that the desired result is achieved. To avoid ambiguity, the specified end result can be stated either as the tree-height and branch-spread which are to remain, or the average equivalent in branch length (in metres).” The proposed works do not provide such detail.
Without a clear specification of works the works could lead to a decline in the amenity provided by the tree(s) to the local area. Any future works applications should be made in accordance with British Standard 3998.
