| Conditions / Reason for Refusal: |
01
The Council considers that the proposed telecommunications mast by virtue of its siting in a prominent position in an open green boulevard area will appear unduly dominant and incongruous in the streetscene. As such, it would be significantly harmful to the visual amenity of the locality and streetscene contrary to Local Plan Policy SP 61 Telecommunications and the National Planning Policy Framework.
02
The Council considers that the applicant has failed to submit sufficient justification to discount the use of alternative nearby sites for the siting of the mast, which it considers would significantly reduce the harm to the visual amenity of the area.
03
The scheme has failed to demonstrate that the proposed equipment cabinets will not impede the visibility splays at the junction of Cressbrook Road and Stephenson Way to the detriment of road safety
