| Conditions / Reason for Refusal: |
01
The Council considers that the proposed residential units have an excessively large built footprint relative to the limited length of the site and this represents overdevelopment of the site that is visually at odds with the surrounding urban grain of Kimberworth Road which is characterised by dwellings set in generally lower density plots of a more uniform footprint and scale. Consequently this creates an unsatisfactory form of development that has an overdeveloped and cramped layout which cannot achieve minimum external spacing standards within the site. As a result the plots have restricted outlooks to principal elevations which results in poor living conditions to new plots and unacceptable separation distances in conflict with Local Plan policies CS28 Sustainable Design, SP55 ‘Design Principles’, SP56 ‘car parking layout’, the provisions of the NPPF and South Yorkshire Residential Design Guide (SYRDG).
02
The Council also considers that insufficient information has been submitted on final ground levels in the north west of the site with no detailed east-west cross sections submitted between the site and the immediate neighbour at no. 287. It is therefore not possible to fully consider the potential impact on neighbouring sites and in particular between the application site and no. 287 Kimberworth Road.
POSITIVE AND PROACTIVE STATEMENT
Discussions during the determination of the application have attempted to improve the proposed layout and design of the scheme, however it is not possible to support a scheme of this nature due to the large footprints of the proposal within the scope of the existing application. The revisions were not fully able to overcome the Councils concerns and it was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
