The Council considers the Illuminated Digital Display Screen, by virtue of its position adjacent the roundabout at the junction of St Ann’s Road and Effingham Street and an uncontrolled pedestrian crossing point together with the illumination and changing images would constitute a source of distraction to motorists, to the detriment of the safe flow of traffic and pedestrian safety. Accordingly, the proposal is contrary to Local Plan Policy Local Plan Policy SP60 ‘Advertisements’ as well as guidance within the National Planning Policy Framework and National Planning Practice Guidance.
