01
The two-storey front extension hereby proposed by virtue of its position, size, massing and forward projection is of a poor design that is wholly at odds with the character of the host property and would detrimentally affect its appearance by overly dominating the front elevation. Furthermore, the extension would be unduly prominent in the street scene which would be exacerbated by the render finish thereby creating an inappropriate form of development which would be detrimental to the character and appearance of the street scene. The proposal is therefore contrary to Local Plan Policies CS28 ‘Sustainable Design’ and SP55 ‘Design Principles’ and to the adopted Supplementary Planning Document - ‘Householder Design Guide,’ as well as to the guidance in the National Planning Policy Framework.
Positive and Proactive Statement
The applicant did not enter into any pre application discussions with the Local Planning Authority. Whilst discussions during the determination of the application have identified a possible acceptable alternative to this proposal, the applicant has been unwilling to amend the scheme. This was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
