| Conditions / Reason for Refusal: |
01
The site lies within the allocated Green Belt in the Rotherham Local Plan where it is the policy of the Council to resist all inappropriate development, except in very special circumstances. The Council is of the opinion that owing to the extensive and substantial level of external alterations required for the conversion, including a new internal hallway and front wall, the building is not substantial enough for residnetial conversion and would as a result represent inappropriate development in the Green Belt. The proposal is therefore contrary to Local Plan Policy CS4 ‘Green Belt,’ SP5 ‘Alternative Uses for Buildings within the Green Belt’, the Council’s Supplementary Planning Document ‘Development in the Green Belt’ along with the NPPF.
02
The proposal represents an unsustainable form of development being reliant on private car use, contrary to the objectives set out within the NPPF and Local Plan Policy SP64 ‘Access to Community Facilities
