The Council considers that the new totem sign located on Manvers Way (ref Drawing No 31/159/002/BS601 Rev A) by virtue of its position in a prominent location, that is located midway between road junctions would be visually prominent and would lead to a precedent which would increase the proliferation of adverts resulting in clutter in the streetscene and immediate surrounding area that is detrimental to the visual amenity and character of the area. As such this sign is contrary to sections b of Local Plan Policy SP 60 ‘Advertisements’ along with the general advice in National Planning Policy Framework and the National Planning Practice Guidance ‘Advertisements’.

POSITIVE AND PROACTIVE STATEMENT
The applicant did not enter into any pre application discussions with the Local Planning Authority. Whilst discussions during the determination of the application have identified a possible acceptable alternative to part delete elements of the proposal, the applicant has requested the scheme be considered in its entirety. Some elements of the adverts were not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this part grant, part refusal.
