The Council considers that the additional bedroom would be served from a single high level rooflight window which is considered to have a restricted outlook, and consequently suffers from a poor standard of amenity. The proposal would be contrary to paragraph 127 (f) of the NPPF which requires development to have a high standard of amenity for existing and future occupants and Rotherham adopted Local Plan Policy SP55 ‘Design Principles’.
