(A) Planning Permission be refused for the following reason:

The Council considers that the proposed two storey side/front extension by virtue of its size, design and location does represent a subservient addition to the original property. The design and massing of the extension is out of character with the host property and would dominate the front elevation and unbalance the pair of semi-detached properties. It would be clearly visible and prominent within the street scene and would be harmful to character and appearance of the host property and its adjoining neighbour. The proposal would be materially detrimental to the street scene and locality. As such the development is not considered to meet the design requirements of Local Plan policies CS28 and SP55 and the Supplementary Planning Document - ‘Householder Design Guide’.
POSITIVE AND PROACTIVE STATEMENT
The applicant did not enter into any pre application discussions with the Local Planning Authority. Discussions during the determination of the application have identified that it is not possible to support a scheme of this nature nor would any amendments make it acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal
