The Council considers that the first-floor side extension which is not set back and does not represent a subservient extension. Overall, the proposed extensions and alterations are not subservient additions and would be out of character with the host property and the overall design, bulk and massing of proposal would be over dominant within the street scene and harmful to character and appearance of the original property. The proposal would be materially detrimental to the host property, street scene and locality. As such the development is not considered to meet Local Plan Policy CS28 and SP55 and the design requirements of the Council’s SPD ‘Householder Design Guide’ and the NPPF.
POSITIVE AND PROACTIVE STATEMENT
The applicant did not enter into any pre application discussions with the Local Planning Authority. Discussions during the determination of the application have identified that it is not possible to support a scheme of this nature nor would any amendments make it acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal
