The Council considers that insufficient information / evidence has been submitted to demonstrate why the local community need for affordable dwellings for residents of Woodsetts cannot be met in nearby larger settlements. Therefore, the proposed development is in direct conflict with adopted Local Plan policy CS7 ‘Housing Mix and Affordability’ criterion c, as the policy requirement for rural exception sites has not been met. Accordingly, it is judged that the local policy has not been complied with and under paragraph 149(f) National Planning Policy Framework the development constitutes inappropriate development in the Green Belt and no very special circumstances exist.
POSITIVE AND PROACTIVE STATEMENT
Whilst the applicant entered pre application discussions with the Local Planning Authority these identified that it is not possible to support a scheme of this nature and that further justification would be required to try and satisfy the policy concerns raised at pre-app. The application was not submitted based on these discussions, as there was limited justification in respect of policy concerns and as such it was not considered to be in accordance with the principles of the National Planning Policy Framework resulting in this refusal.
