The steel shipping containers positioned in a prominent position are of a poor design and combined with the visual impact of the stored car parts and dismantled cars, leads to a poor visual aspect when viewed from the public highway which is detrimental to the visual amenity of the area and which fails to take the opportunities available for improving the character and quality of the area and the way it functions. The proposal is therefore contrary to the Local Plan Policies CS28 ‘Sustainable Design’ and SP55 ‘Design Principles’ as well as the requirements of the National Planning Policy Framework and National Planning Practice Guidance.

Please note that enforcement action has been authorised requiring the removal of the unauthorised storage containers and car parts with a compliance period of 6 months.
Positive and Proactive Statement
The applicant did not enter into any pre application discussions with the Local Planning Authority. It is not possible to support a scheme of this nature and no amendments have been identified at this time to make it acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
