Rotherham Metropolitan Borough Council Council Online Planning - Decision Notice Summary

Planning Application Number: RB2021/1354
Site Address: 68 Cutlers Walk Wickersley 0068
Description: Application to undertake works to a tree(s) protected by RMBC TPO No.10, 1995
Officer Recommendation: PART GRANT PART REFUSED TWA
Officer Recommendation Date: 20 August 2021
Decision Date: 25 August 2021
Decision Type: PART GRANT PART REFUSED TWA
Temporary Expiry Date:
Decision Level/Committee: Proposed to be Delegated
Conditions / Reason for Refusal: Officer Report: The trees stand as shown on the submitted details. Outwardly, the trees look in reasonably good condition. The trees are medium to large in size, semi mature in age and are a strong arboricultural feature. They provide amenity to the surrounding area with neighbouring properties having full to partial visibility of the trees. One small Poplar tree is encroaching onto the property and being supressed by adjacent trees. Refused Works: It is not thought that the level of pruning work is appropriate tree management. To perform a crown reduction of this magnitude would result in a large portion of the trees crown being removed, resulting in numerous large wounds which may be susceptible to pests and diseases. The photosynthetic capacity of the trees would be drastically reduced, possibly having a detrimental effect upon them. The pruning work would not be in accordance with BS38998 Tree Work Recommendations. It is however acknowledged that some works are required to the trees, so the following lesser works are given consent: • W1 (as seen in the TPO documents) – Crown lift the trees to provide a 5.4m clearance above ground level. The small Poplar tree (image below) that stands to the North West of property ‘Tall Trees’ has limited future prospects. As such, the tree may be removed, other trees in the area will continue to provide amenity to the area. Conditions: 1. All tree works shall be carried out in accordance with British Standard 3998: 2010 and shall not exceed the works as described in the officer report above. 2. Please note the authorised works should be completed within 2 years of the decision notice otherwise a new application for consent to carry out any non-exempt tree work will be required. Informatives: 1. Whilst Rotherham Metropolitan Borough Council does not object to the proposed works, for any tree that is owned by a third-party permission must first be sought from the tree owner to enter their land to carry out the works. Without receiving this permission anyone entering the land with the tree on it could be found to be trespassing.
