It is considered that the applicant has shown that the proposed use of the building falls within Use Class C2 (Residential Institutions) of The Town and Country Planning (Use Classes) Order, as amended, and due to the limited coming and goings and the single child being cared for with two staff members at all times working a 12 hour shift pattern that there is no material planning change of use.
