01
The Council considers that the proposed dwelling would represent inappropriate development in the Green Belt, would have an adverse impact on the openness of the Green Belt, and would not safeguard the countryside from encroachment. The applicant has failed to demonstrate any very special circumstances to justify this inappropriate development and the harm caused to the openness of the Green Belt, and any other harm. The private drive, which forms the route of a Public Right Of Way (Anston No. 26), is considered to be inadequate to cater for the additional vehicular traffic likely to be generated by the proposed dwelling by virtue of its substandard junction with the A57, limited width, lack of separate pedestrian facilities and poor condition, such that the development, if implemented, would increase the potential for vehicular and vehicular – pedestrian conflict to the detriment of both pedestrian and road safety.
03
The proposal represents an unsustainable form of development being reliant on private car use, contrary to the objectives set out within the NPPF and the Council’s Local Plan.
04
The applicant has failed to submit a detailed tree survey and the Council is of the opinion that the proposed scheme would result in the loss of existing trees and potentially harm adjoining trees during the development process, to the detriment of the amenity of the area. As such the scheme is contrary to CS21 ‘Landscapes’ and the NPPF.
05
The proposed development represents a poor quality design out of keeping with the character of the area, to the detriment of this pleasant and beautiful rural setting. As such the scheme in contrary to Local Plan Policies CS28 ‘Sustainable Design’ & SP55 ‘Design Principles’, the NPPF & NPPG.
