The proposed dwelling by virtue of its design incorporating front and rear dormer windows would result in increased overlooking and loss of privacy to adjacent occupiers and as such would not comply with adopted Local Plan Policy SP55 ‘Design Principles’ or the National Planning Policy Framework which requires development to have a high standard of amenity for existing and future users and Rotherham.
POSITIVE AND PROACTIVE STATEMENT
The applicant and the Local Planning Authority engaged in pre application discussions to consider the development before the submission of the planning application. The application was not submitted on the basis of these discussions. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal
