Conditions / Reason for Refusal: 01 The Council considers that the proposed extension by virtue of its excessive size and footprint, design and prominent position would be out of character with and would be harmful to the original character and appearance of the host dwelling. It is further considered that it would appear over dominant and out of keeping within the surrounding area. As such, the proposal would be detrimental to the visual amenity of the area contrary to the National Planning Policy Framework, Local Plan policies CS28 and SP55 and the Supplementary Planning Document - ‘Householder Design Guide’. 02 The Council further considers that to add a first floor to the existing detached garage to a height of approx. 6.1m with a dormer window is unacceptable for secondary domestic building in a residential setting. As such, is contrary to the National Planning Policy Framework, Local Plan policies CS28 and SP55 and the Supplementary Planning Document - ‘Householder Design Guide’. 03 No information has been submitted to fully assess the impact on mature trees within influencing distance of the development, contrary to policy SP33 Conserving and Enhancing the Natural Environment. POSITIVE AND PROACTIVE STATEMENT The applicant did not enter into any pre application discussions with the Local Planning Authority. Whilst discussions during the determination of the application have identified a possible acceptable alternative to this proposal, the applicant has been unwilling to amend the scheme to meet with this advice. This was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
