| Conditions / Reason for Refusal: |
Consented Works:
? G21 There is no objection to the proposed work that has been submitted in
the application. The pruning of the Lime tree will reduce the stress/weight
that the tight union is currently being subjected to, therefore reducing the likely
hood of full or partial failure. The removal of the Sycamore will prevent
possible future damage occurring to the boundary wall. Its removal will not
have a significant impact on the amenity of the area.
? T22 There is no objection to the proposed work that has been submitted in the
application; the work is appropriate to the long-term management of the tree
and will not affect the amenity it provides.
? T25 There is no objection to the proposed work that has been submitted in the
application; the work is appropriate to the long-term management of the tree
and will not affect the amenity it provides.
? T26 There is no objection to the proposed work. The tree has significant
amounts of die back within its crown with pockets of decay on the main stem.
Fungal fruiting bodies are also present on the main stem of the tree,
increasing the possibility of structural weakness and full or partial failure.
? T27 There is no objection to the proposed work that has been submitted in the
application; the work is appropriate to the long-term management of the tree
and will not affect the amenity it provides.
Refused Works:
? T28 The work applied for would constitute the removal of a significant amount
of canopy. This would have a detrimental impact upon the health of the tree
due to the size and amount of pruning wounds created and the subsequent
reduction in the photosynthetic capacity of the tree. The amenity value of such
a prominent tree would also be adversely affected by the proposed work.
3
? T28a The proposed works do not provide a suitably detailed level of
information required to determine what action will be carried out. British
Standard 3998:2010 Tree Work – Recommendations, section 7.7.2 states that
a work specification should:
'be accurate and clear, so that the desired result is achieved. To avoid
ambiguity, the specified end result can be stated either as the tree-height and
branch-spread which are to remain, or the average equivalent in branch
length (in metres).' The proposed works do not provide such detail.
? T29 A crown reduction to 5m on the East and West canopy would constitute
the removal of a significant amount of canopy. This would have a detrimental
impact upon the health of the tree due to the size and amount of pruning
wounds created and the subsequent reduction in the photosynthetic capacity
of the tree. The amenity value of such a prominent tree would also be
adversely affected by the proposed work.
? T30 The proposed work mentions that defective branches are recommended
for removal. It is unclear as to what will be removed. It is noted that a natural
brace (graft) is present within the crown of the tree and could be seen as a
defect. However, removing this natural brace may have a negative impact on
the structural integrity of the tree.
? T32 ‘A general light prune’ does not provide a suitably detailed level of
information required to determine what action will be carried out.
? T33 ‘A general light prune’ does not provide a suitably detailed level of
information required to determine what action will be carried out.
? T34 The proposed work mentions that defective branches are recommended
for removal. It is unclear as to what extent (scale) of defect will be removed.
Defects can range from small cavities having little significance requiring no
remedial work, to large cavities having a detrimental effect on a tree.
4
It is however acknowledged that some works are required so the following lesser
works are given consent:
Consented lesser works:
? T28 Remove the fire damaged branches on the West side of the canopy.
Remove the lowest limb on the East side on the canopy.
? T28a Remove the stem growth only.
? T33 Crown lift the tree to 3m above ground level on the West side of the
canopy to clear the memorial headstones.
? T34 Crown lift the tree to 3m above ground level on the West side of the
canopy.
Conditions:
The removed trees must be replaced with newly planted trees.
The replacement trees must be planted within 12 months of this letter; and of a size
not less than 10-12cm girth when planted.
It is recommended that planting takes place between the months of October and
February but being careful to avoid periods of waterlogging or hard frost.
If the new tree species is different from that removed then Rotherham’s Planning
department must be consulted before planting is completed.
All tree works shall be carried out in accordance with British Standard 3998: 2010
and shall not exceed the description of applied works.

Informatives:
Please be aware that the removal of deadwood and detached branches is exempt
from normal application procedures.
It is advised that an independent assessment of T24, T31 and T32 is carried out to
assess their overall condition.
Please note the authorised works should be completed within 2 years of the decision
notice otherwise a new application for consent to carry out any non-exempt tree work
will be required
