Conditions / Reason for Refusal: 01 The development hereby permitted shall be commenced before the expiration of three years from the date of this permission. Reason In order to comply with the requirements of the Town and Country Planning Act 1990. 02 The development shall proceed in accordance with the specified materials which include concrete panels to 4 metres in height from the ground level with green plastisol coated sheeting in olive green at higher level, with the roof coverings of fibre cement sheets fitted with photovoltaic panels on the south east elevation. Reason In the interests of visual amenity in accordance with policy ENV3.1 ‘Development and the Environment.’ 03 Only grain grown on the farm shall be dried in the barn hereby approved and grain shall not be imported to the site from other farms at any time. Reason In the interests of highway safety and residential amenity.

STATEMENT OF REASONS FOR DECISION TO GRANT PLANNING PERMISSION Having regard to the Development Plan and all other relevant material considerations as set out below: Development Plan ENV1 ‘Green Belt’ ENV1.2 ‘Development in Areas of High Landscape Value’ ENV2.11 ‘Development in Conservation Areas’ ENV3.1 ‘Development and the Environment.’ ENV3.7 ‘Control of Pollution.’ Other relevant material planning considerations: National Planning Policy Framework: The NPPF came into effect on March 27th 2012 and replaced all previous Government Planning Policy Guidance (PPG’s) and most of the Planning Policy Statements (PPS’s) that existed. It advocates a presumption in favour of sustainable development and sets out what could make a development unsustainable with regard to economic, social and environmental considerations. For the following reasons: It is considered that the barn as proposed is an appropriate form of development in the Green Belt. It is considered that the design and appearance of the barn is acceptable and the materials proposed to be used are also acceptable within the Letwell Conservation Area and an Area of High Landscape Value and would preserve its character and appearance. It is also considered that owing to the location, size and scale of the barn it would not harm the residential amenity of existing occupiers of nearby residential properties in terms of appearing overbearing or leading to loss of light. In addition it is considered, given the use of the proposals in relation to the existing farm, that the development would not lead to any issues of highway safety subject to the recommended condition. The forgoing statement is a summary of the main considerations leading to the decision to grant this application. More detailed information may be obtained from the Planning Officer’s report; the application case files and associated documents. POSITIVE AND PROACTIVE STATEMENT Whilst the applicant did not enter into any per application discussions with the Local Planning Authority, the proposals were in accordance with the principles of the National Planning Policy Framework and did not require any alterations or modification.
