Conditions / Reason for Refusal: |

The proposed development will result in an intensification of the use of the playing fields and the Local Planning Authority consider that this will materially increase instances of noise and on street parking in the area which would be detrimental to the free and safe flow of traffic, the safety of road users in general and the amenity of occupiers of neighbouring residential properties. As such, the proposed development is contrary to Unitary Development Plan Policies ENV3.1 'Development and the Environment' and ENV3.7 'Control of Pollution'.

The proposed development, which consists of 10 floodlight columns, will result in an unacceptable level of illumination in this area which is situated in close proximity to neighbouring residential properties. As such, this would result in an unacceptable impact on the amenities of these neighbouring residential properties by way of light pollution which cannot be adequately controlled and is therefore contrary to Unitary Development Plan Policies ENV3.1 'Development and the Environment' and ENV3.7 'Control of Pollution'.

The Local Planning Authority also consider that the proposed 10 floodlight columns each at 15m high are excessive and would have a detrimental impact on the visual amenities of the area and the openness of the existing playing fields which is contrary to Policy ENV3.1 'Development and the Environment' of the Unitary Development Plan.

In addition, the Local Planning Authority also consider that the proposed floodlighting columns will have an unacceptable impact on biodiversity in the area due to excessive light pollution close to potential habitat areas, and is therefore contrary to Unitary Development Plan Policy ENV2.2 'Interest outside Statutorily Protected Sites'
