01
The proposed stable blocks are considered to represent inappropriate development in the green belt as the development fails to preserve the openness of the Green Belt and leads to encroachment in the Green Belt contrary to paragraph 154 of the NPPF. The cumulative impact of the stables and associated works results in overdevelopment and visual harm to the rural character of the area. The retrospective nature of the application and pattern of unauthorised development further weigh against approval. No very special circumstances have been demonstrated to justify this harm. As such the proposal is contrary to Policy CS4 (Green Belt) and SP10 (Outdoor Sport and Recreation in the Green Belt) of the Rotherham Local Plan, as well as The National Planning Policy Framework.
POSITIVE AND PROACTIVE STATEMENT
The applicant did not enter into any pre application discussions with the Local Planning Authority. Discussions during the determination of the application have identified that it is not possible to support a scheme of this nature nor would any amendments make it acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
