| Conditions / Reason for Refusal: |
The Development Management Procedure Order 2015 requires that planning authorities provide written reasons in the decision notice for imposing planning conditions that require particular matters to be approved before development can start. Condition numbered 04 of this permission require matters to be approved before development works begin; however, in this instance the conditions are justified because:
i. In the interests of the expedient determination of the application it was considered to be appropriate to reserve certain matters of detail for approval by planning condition rather than unnecessarily extending the application determination process to allow these matters of detail to be addressed pre-determination.
ii. The details required under condition number 04 are fundamental to the acceptability of the development and the nature of the further information required to satisfy these conditions is such that it would be inappropriate to allow the development to proceed until the necessary approvals have been secured.’

The development hereby permitted shall be commenced before the expiration of three years from the date of this permission.

The permission hereby granted shall relate to the area shown outlined in red on the approved site plan and the development shall only take place in accordance with the submitted details and specifications and as shown on the approved plans (as set out below)

The materials to be used in the construction of the external surfaces of the building and boundary wall hereby permitted shall be in accordance with the details provided in the approved plans drawing numbers 200501/02 and 200501/03 rev B. The development shall thereafter be carried out in accordance with these details.

In order to ensure a satisfactory appearance in the interests of visual amenity.

The development hereby granted shall not be begun until details of the foul, surface water and land drainage systems and all related works necessary to drain the site have been submitted to and approved by the Local Planning Authority. If discharge to public sewer is proposed, the information shall include, but not be exclusive to:
i) Evidence that other means of surface water drainage have been properly considered and why they have been discounted; and
ii) The means of discharging to the public sewer network at a rate to be agreed by the Local Planning Authority in consultation with the statutory sewerage undertaker.
These works shall be carried out concurrently with the development and the drainage system shall be operating to the satisfaction of the Local Planning Authority prior to the occupation of the development.

To ensure that no surface water discharges take place until proper provision has been made for its disposal and to ensure that full details thereof are approved by the Local Planning Authority before any works begin and in accordance with Policy CS25 of the Local Plan.

South Yorkshire Policy Designing out Crime Officer recommends the following security measures be implemented:
• Pedestrian doors and roller shutters should conform to a minimum standard of LPS 1175 Security Rating 3 (SR3 / C5) to ensure robust protection against deliberate, forced entry attempts using heavy-duty hand tools. Where a unit houses high-value stock or equipment, further consideration should be given to reinforced walls, security cladding, and internal roof or skylight protection
• The external grounds should have uniform lighting confirming to the BS EN 12464-2 standard for outdoor workplaces, which ensures adequate illumination for both visual safety and security surveillance.
• Monitored CCTV should be installed to view the building shell, doors entry/exit points, loading areas carpark and the main entry/exit gate. Such systems shall comply with the requirements of BS EN 62676-4 2015. CCTV ‘line crossing’ or ‘motion detect’ should be configured to send an intrusion alert to the monitoring station or any other authorised person.
• A Level 3 monitored intruder alarm system should be installed within the buildings to ensure comprehensive protection. CCTV monitoring provides immediate alerts to a designated response service, enhancing the site’s ability to detect and respond to unauthorised access or suspicious activity in real time.
• It is advised that approved suppliers/installers are used. Companies registered with either the National Security Inspectorate (NSI): www.nsi.org,uk or the Security Systems and Alarm Inspection Board (SSAIB): www.ssaib.org. This will ensure the systems are installed to current British/European standards and are legal and compliant. The CCTV system should be registered with the Information Commissioners Office
The above requirements constitute minimum standards only. Insurance providers may impose higher specifications depending on the level of risk. Certain recommendations may also be subject to additional planning permission or building control consent. Verification should be undertaken through the Planning Portal, Planning Officer or any other statutory authority requiring notification or consultation.
Positive and Proactive Statement
During the determination of the application, the Local Planning Authority worked with the applicant to consider what amendments were necessary to make the scheme acceptable. The applicant agreed to amend the scheme so that it was in accordance with the principles of the National Planning Policy Framework.
