The Council considers that the proposed front extension facing Little Haynooking Lane which extends the full width of the front elevation, would be a prominent addition which would materially affect the appearance and character of the host property and form an incongruous feature that would be out of keeping with the existing dwelling and street scene and would unbalance a pair of semi-detached dwellings. The proposal is therefore contrary to Local Plan Policies CS28 ‘Sustainable Design’ and SP55 ‘Design Principles’ and to the adopted Supplementary Planning Document - ‘Householder Design Guide,’ as well as to the guidance in the National Planning Policy Framework.
POSITIVE AND PROACTIVE STATEMENT
The applicant did not enter into any pre application discussions with the Local Planning Authority. It is not possible to support a scheme of this nature and no amendments have been identified at this time to make it acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
