The Council considers that the erection of a detached annex extension represents a disproportionate addition to the existing dwelling and is inappropriate development in the Green Belt. The development would have a significant detrimental impact on its openness. No very special circumstances have been demonstrated to overcome this and other harm caused and as such the proposal is contrary to Local Plan Policies CS4 Green Belts and SP 2 Development in the Green Belt, and the National Planning Policy Framework.

The Council considers that the grey cladding of the proposed annex is an incongruous feature within the Brampton-en-le-Morthen Conservation Area and fails to preserve or enhance the character and appearance of the Conservation Area and harms the setting of the adjacent listed building.The proposal is therefore contrary to Local Plan Policies CS23 ‘Valuing the Historic Environment’, CS28 ‘Sustainable Development’ and SP40 ‘Listed Buildings’, SP41 ‘Conservation Areas’, SP55 ‘Design Principles’, as well as the Council’s SPD ‘Householder Design Guide’ and the guidance in the National Planning Policy Framework and the National Planning Practice Guidance.
POSITIVE AND PROACTIVE STATEMENT
The applicant did not enter into any pre application discussions with the Local Planning Authority. It is not possible to support a scheme of this nature and no amendments have been identified at this time to make it acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
