Site Address: George Wright Hotel The Crofts Rotherham Town Centre 9999
Description: Construction of metal deck structure to accommodate 2 Padel courts over existing car park
Officer Recommendation: REFUSED
Officer Recommendation Date: 02 July 2026
Decision Date: 02 July 2026
Decision Type: REFUSED
Temporary Expiry Date:
Decision Level/Committee: Proposed to be Delegated
Conditions / Reason for Refusal: 01 The proposed Padel Courts would introduce an incongruous form of development to this commercial Town Centre Location that would cause noise and disturbance to local residents and occupants of commercial properties harming their amenity. As such, the proposals are contrary to Policies SP52 ‘Pollution Control’ and SP65 ‘Development within Mixed Use Areas.’ 02 Due to the visual prominence, height and materials of the proposed Padel Courts the development would appear incongruously within this Town Centre location and would materially harm the setting of the Grade I listed Rotherham Minster and would lead to less than substantial harm to the character and appearance of the Rotherham Town Centre Conservation Area. The proposed development would also lead to less than substantial harm, at the higher end to the setting of the adjacent Grade II listed building known as the George Wright Hotel. Whilst some public benefit has been identified from the proposals, it is considered that it does not outweigh the harm to these identified designated heritage assets. As such, the proposals are contrary to Policies CS23 ‘Valuing the Historic Environment’, CS28 ‘Sustainable Design’, SP40 ‘Listed Buildings’, SP41 ‘Conservation Areas’ and SP55 ‘Design Principles’ and advice contained in the NPPF. 03 The proposed development would partially enclose a well-used pedestrian link from Snail Hill to High Street, creating an intimidating environment for pedestrians which is contrary to Policy CS28 ‘Sustainable Design’ and secured by design principles and guidance contained within the NPPF. POSITIVE AND PROACTIVE STATEMENT The applicant did not enter into any pre application discussions with the Local Planning Authority. It is not possible to support a scheme of this nature and no amendments have been identified at this time to make it acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
