The design and appearance of the proposed dwelling harms the character and appearance of the Harthill Conservation Area in terms of its scale, massing, height and design contrary to Core Strategy Policies CS23 ‘Valuing the Historic Environment, CS28 ‘Sustainable Design’, SP55 ‘Design Principles’ and SP40 ‘Conservation Areas’ and the guidance in the NPPF.
POSITIVE AND PROACTIVE STATEMENT
It is not possible to support a scheme of this nature and no amendments have been identified at this time to make it acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
