Conditions / Reason for Refusal: 01 The Council considers that the proposed development creates an unsatisfactory and cramped form of development that is excessive in height, mass and width, and prominence in the streetscene which is detrimental to character of the area. The design and appearance of the proposed dwelling would appear out of character with the street scene of Bawtry Road and would fail to preserve or enhance the character of the area. As such the proposal is contrary to Local Plan policies CS28 Sustainable Design, SP55 ‘Design Principles’, and the provisions of the NPPF. 02 The Council considers that the replacement dwelling would have an excessively dominant impact on the occupiers of the properties to the east at 73 Bawtry Road as well as to the west at 57 Bawtry Road due to a combination of the replacement dwelling having a significantly larger built footprint than the existing property along with much higher full two storey height in much closer proximity to the eastern boundary of the application site. This will result in an unacceptable dominant, overbearing and overshadowing impact on the neighbours and is considered to be in conflict with Local Plan policies CS28 Sustainable Design, SP12 Development on Residential Gardens and SP55 ‘Design Principles’ which advocates good design principles which have full regard to the character of the surroundings and prevent an impact on amenity of existing properties. Positive and Proactive Statement The applicant did not enter into any pre application discussions with the Local Planning Authority. It is not possible to support a scheme of this nature and no amendments have been identified at this time to make it acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
