The Council considers that the intentional erection of the large detached outbuilding, by way of its size and location, has a substantial adverse effect on the openness of the Green Belt and represents inappropriate development in the Green Belt. No very special circumstances have been demonstrated to overcome the harm caused by the inappropriate development, and other harm caused, and consequently the proposal is in conflict with Policies CS4 ‘Green Belt,’ SP2 ‘Development in the Green Belt’ and Policy SP6 ‘Replacement Buildings in the Green Belt’ as well as the guidance contained within the NPPF.

The garage by virtue of its prominent siting within the front garden of this residential property introduces an incongruous feature in the street scene, appears out of keeping, harmful to the area and is detrimental to the appearance of the host property and area in general. As such the development is contrary to Local Plan policies CS28 ‘Sustainable Development’ and SP55 ‘Design Principles’, as well as the Council’s SPD Householder Design Guide’, Wickersley Neighbourhood Plan, Wickersley Design code and the NPPF.
POSITIVE AND PROACTIVE STATEMENT
The applicant did not enter into any pre application discussions with the Local Planning Authority. Discussions during the determination of the application have identified that it is not possible to support a scheme of this nature nor would any amendments make it acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
