The Council considers that the intentional erection of the large detached outbuilding, by way of its size and location, has a materially adverse effect on the openness of the Green Belt and represents inappropriate development in the Green Belt. No very special circumstances have been demonstrated to overcome the harm caused by the inappropriate development, and other harm caused, and consequently the proposal is in conflict with Policies CS4 ‘Green Belt,’ SP2 ‘Development in the Green Belt’ and Policy SP6 ‘Replacement Buildings in the Green Belt’ as well as the guidance contained within the NPPF.
POSITIVE AND PROACTIVE STATEMENT
The applicant did not enter into any pre application discussions with the Local Planning Authority. Discussions during the determination of the application have identified that it is not possible to support a scheme of this nature nor would any amendments make it acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.

Enforcement action has been authorised requiring the removal of the outbuilding with a compliance period of 3 months from any enforcement notice served coming into effect. Appropriate action should be taken to secure the removal of the outbuilding to avoid formal enforcement action
(B) That the Chair and Vice Chair in conjunction with the Director of Planning Service, authorise the service of an Enforcement Notice under Section 172 of the Town and Country Planning Act 1990, on the OWNER / OCCUPIER of, and anyone else having an interest in, the land at The Little Bungalow, Common Lane, Thurcroft Rotherham S66 9BW requiring the removal of the outbuilding with a compliance period of 3 months, and Prosecution action should the steps not be taken within the required time period.
