Conditions / Reason for Refusal: 01 The introduction of grey composite cladding to part of the larger barn would introduce an incongruous feature that would be visually at odds with, and unbalance, the overall appearance of the building. The proposed material would be out of keeping with the established vernacular of the immediate surrounding area and would detract from the form and appearance of the barn. As a result, the proposal would fail to preserve the character and appearance of the Conservation Area and would cause harm to the setting of the adjacent Listed Building. The development is therefore contrary to adopted Local Plan Policies CS23 ‘Valuing the Historic Environment’, CS28 ‘Sustainable Design’, SP40 ‘Listed Buildings’, SP41 ‘Conservation Areas’ and SP55 ‘Design Principles’, and the relevant provisions of the National Planning Policy Framework. POSITIVE AND PROACTIVE STATEMENT The applicant did not enter into any pre application discussions with the Local Planning Authority. It is not possible to support a scheme of this nature and no amendments have been identified at this time to make it acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
