Conditions / Reason for Refusal: 01 The Council considers that the introduction of a large front/side extension would be both dominant and incongruous to the original dwelling. These extensions, by reason of design, materials and scale would be significantly materially harmful to the character and appearance of the host property, the wider street scene and to Wickersley Conservation Area. The proposal is therefore contrary to Local Plan Policies CS23 ‘Valuing the Historic Environment’, CS28 ‘Sustainable Development’ and SP41 ‘Conservation Areas’, SP55 ‘Design Principles’, as well as the Council’s SPD ‘Householder Design Guide’ and the guidance in the National Planning Policy Framework and the National Planning Practice Guidance. 02 The single storey rear extension, by virtue of its position in close proximity to the boundary and scale would create an overbearing impact on neighbouring property no. 97 Morthen Road to the detriment of their amenity. The proposal is therefore contrary to CS28 ‘Sustainable Development’ and SP55 ‘Design Principles’, as well as the Council’s SPD ‘Householder Design Guide’ and the guidance in the National Planning Policy Framework and the National Planning Practice Guidance. POSITIVE AND PROACTIVE STATEMENT The applicant did not enter into any pre application discussions with the Local Planning Authority. Whilst discussions during the determination of the application have identified a possible acceptable alternative to this proposal, the applicant has been unwilling to amend the scheme. This was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
