The development hereby permitted shall be commenced before the expiration of three years from the date of this permission.
Reason
In order to comply with the requirements of the Town and Country Planning Act 1990.

The permission hereby granted shall relate to the area shown outlined in red on the approved location plan and the development shall only take place in accordance with the submitted details and specifications and as shown on the approved plans –
• Site Location Plan A 1463-A-Pn-001 Rev A
• Proposed Site Plan A1463-A-Pn-101 Rev A
• Proposed Concrete Steps A1463-A-Pn-701 Rev B
• Proposed Fence Details A1463-A-Pn-702

To define the permission and for the avoidance of doubt.

The materials to be used in the construction of the external surfaces of the development hereby permitted shall be coloured – grey (RAL 7037) in accordance with the details provided in the submitted application form/shown on the approved drawing. The development shall thereafter be carried out in accordance with these details.

In order to ensure a satisfactory appearance in the interests of visual amenity.

Except in areas shown on the approved plans, any plants or trees within the existing landscape area between the highway and the proposed fence which are damaged, removed or die as a result of the development hereby approved shall be replaced in accordance with details to be submitted to and approved by the Local Planning Authority.
Reason
To ensure that the development does not affect the existing landscape area in the interests of amenity and in accordance with Local Plan Policies.

This development is not subject to the statutory Biodiversity Gain Plan condition because of the declaration on the application form that the development was exempt (as a householder application / because the planning application was submitted before the statutory requirement for minor applications / because the impact on habitat is de-minimis / other reasons for exemption).
Positive and Proactive Statement
During the determination of the application, the Local Planning Authority worked with the applicant to consider what amendments were necessary to make the scheme acceptable. The applicant agreed to amend the scheme so that it was in accordance with the principles of the National Planning Policy Framework.
