Conditions / Reason for Refusal: 01 The Council considers that the design of the proposed extension would result in an unacceptable and poor standard of amenity for future occupants. The internal layout relies solely on rooflights as the primary means of outlook, providing limited or no direct outlook from the habitable room. This results in a confined and oppressive living environment, falling below the level of residential amenity expected for new development. The proposal therefore fails to achieve high quality design or create a satisfactory standard of living conditions for future occupants, contrary to the requirements of the Adopted Local Plan policies relating to design and residential amenity (including Policy CS28 ‘Sustainable Design’ and Policy SP55 ‘Design Principles’), and the National Planning Policy Framework, which requires development to secure a high standard of amenity for existing and future users. 02 The Council further considers that the proposed first floor rear extension, due to its projection and close proximity to the shared boundary with No.?19 Wensley Road, would result in an unacceptable overbearing and overly dominant impact on the residential amenity of the neighbouring property and its private garden area. The development would therefore be contrary to the NPPF, Core Strategy Policy CS28 – Sustainable Design, Sites and Policies Document Policy SP55 – Design Principles, and the adopted Supplementary Planning Document – Householder Design Guide. Positive and Proactive Statement The applicant did not enter into any pre application discussions with the Local Planning Authority. Discussions during the determination of the application have identified that it is not possible to support a scheme of this nature nor would any amendments make it acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
