The Council considers that the proposed two storey side and single storey front extension by virtue of its size, design and location does not represent a subservient addition to the original property. The design and massing of the extension is out of character with the host property and would dominate the front elevation and unbalance the pair of semi-detached properties. It would be clearly visible and prominent within the street scene and would be harmful to character and appearance of the host property and its adjoining neighbour. The proposal would therefore be materially detrimental to the street scene and locality. As such the development is not considered to meet the design requirements of Local Plan policies CS28 and SP55 and the Supplementary Planning Document - ‘Householder Design Guide’.
POSITIVE AND PROACTIVE STATEMENT
Whilst the applicant/agent entered into discussions with the Local Planning Authority these identified that it is not possible to support a scheme of this nature and no amendments have been identified at this time to make it acceptable. The application was submitted on the basis of these discussions and it was not considered to be in accordance with the principles of the National Planning Policy Framework resulting in this refusal.
