Conditions / Reason for Refusal: 01 The Council considers that the proposed parking areas and the proposed dwelling would have the potential to harm the trees on the site, in particular T1 which has high amenity value. As such, the proposal would be significantly detrimental to the visual amenity of the North Anston Conservation Area. Furthermore, the siting of the proposed parking areas and dwelling would lead to pressure for the pruning or removal of the trees on the site to the detriment of their visual amenity and that of the locality. As such, the proposed development is contrary to Local Plan Policies SP34 ‘Nature Conservation’ and SP41 ‘Conservation Areas’ as well as guidance in the NPPF. 02 The scale mass and design of the proposed dwelling would harm the setting of the adjacent Grade II listed building, No. 18 Main Street and the wider setting of the Grade II listed No.16 Main Street and would fail to preserve or enhance the North Anston Conservation Area. As such, the proposed development is contrary to Local Plan Policies SP40 ‘Listed Buildings’ and SP41 ‘Conservation Areas’. POSITIVE AND PROACTIVE STATEMENT The applicant did not enter into any pre application discussions with the Local Planning Authority. It is not possible to support a scheme of this nature nor would any amendments make it acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
