The development hereby permitted shall be commenced before the expiration of three years from the date of this permission.

There shall be no deliveries to the premises outside the hours of 09:00 until 21:00 Mondays to Sundays.

All windows and external doors to the premises shall remain closed between the hours of 21:00 and 23:15, except to allow the ingress and egress of persons. Further to this, all windows and external doors to the first floor of the premises shall remain closed at all times whilst the function room is in use.

No music other than low volume background (incidental) music shall be played in the outdoor area as indicated on the Proposed Floor Plan, dated 12th September 2025 between the hours of 12:00 and 22:00 only.

No noise generating fixed plant including air conditioning, refrigeration or extraction plant shall be installed in any part of the development until full and precise details have been submitted to and approved in writing by the Local Planning Authority. The details shall include a BS4142:2014+A1:2019 noise assessment and 1/3 octave frequency analysis with appropriate corrections for acoustic features and shall detail any mitigation measures, physical or operational to achieve no more than 0dB(A) above the prevailing background levels, outside the boundary of the nearest noise sensitive property.

The use hereby granted shall not be commennced until details of the foul, surface water and land drainage systems and all related works necessary to drain the site have been submitted to and approved by the Local Planning Authority. These works shall be carried out concurrently with the development and the drainage system shall be operating to the satisfaction of the Local Planning Authority prior to the occupation of the development.

To ensure that the site is connected to suitable drainage systems and to ensure that full details thereof are approved by the Local Planning Authority before any works begin and in accordance with Policy CS25 of the Local Plan.

Upon commencement of development, details of measures to facilitate the provision of gigabit-capable full-fibre broadband for the development hereby permitted, including a timescale for implementation, shall be submitted to and approved in writing by the Local Planning Authority. The development shall be carried out in accordance with the approved details.

INF 39 – LICENCING APPLICATIONS
The planning permission granted does not override the necessity to obtain the appropriate licence from the relevant licencing authority, such as where alcoholic drinks are to be sold from the site.

The granting of this planning permission does not authorise any signage to be erected related to the development. Such signage is controlled by the Town and Country Planning (Control of Advertisements) (England) Regulations 2007 and a separate application for advertisement consent may be required.

As the applicant has stated by the completion of Cert B that they are not the owner of the property, this consent does not in any way relieve the applicant of any legal obligation, such as seeking the consent from the owners prior to carrying out any works.

Evidence: Installation of gigabit-capable full fibre broadband in new developments: The types of evidence that can be submitted include:
• A contract or invoice for the installation of the physical infrastructure and the connection to gigabit capable full fibre broadband (must match the stipulation in the original requirement by the Local Authority)
• Confirmation of the speed that will be achieved by the gigabit-capable full fibre broadband infrastructure, from the network operator.

All entrances should be well lit. A comprehensive CCTV and lighting scheme should be used to monitor the internal and external public areas.
POSITIVE AND PROACTIVE STATEMENT
Whilst the applicant did not enter into any pre application discussions with the Local Planning Authority, the proposals were in accordance with the principles of the National Planning Policy Framework and did not require any alterations or modification.
