Conditions / Reason for Refusal: 01 The Council considers that by virtue of scale and massing, the proposed two storey front and side extension would result in a dominant addition not subservient to the host property and be harmful to the setting of the surrounding built environment. Accordingly, the proposal is contrary to SPD Householder Design Guide, Design guidance 1.1, and Local Plan Policies CS28 ‘Sustainable Design’ and SP55 ‘Design Principles’ which advocates good design principles with full regard to the character of the surroundings. 02 The Council considers the proposed use of coursed stone material is not in keeping with the character of the host property and the surrounding built environment. Accordingly, the proposal is contrary to Local Plan Policies CS28 ‘Sustainable Design’ and SP55 ‘Design Principles’, and paragraph 135c of the National Planning Policy Framework (2024). 03 The Council considers that the proposed two storey front and side extension, by virtue of scale, massing and siting, would have an excessively dominant impact on the property to the west at 6 Moorlands Court. The two storey extension would be of close proximity to the western boundary of the application site, which will result in unacceptable dominant, overbearing and overshadowing impacts to the neighbour and is considered to be in conflict with SPD Householder Design Guide, Design guidance 1.4 and 2.5, Local Plan Policies CS28 ‘Sustainable Design’ and SP55 ‘Design Principles’, and paragraph 135f of the National Planning Policy Framework (2024), which seek to prevent an impact on amenity of existing properties. POSITIVE AND PROACTIVE STATEMENT The applicant did not enter into any pre application discussions with the Local Planning Authority. Changes must be made to make the scheme acceptable, and such changes are considered significant which cannot be accommodated within the scope of this application. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
