The proposal, if implemented, would introduce a further point of potentially conflicting vehicle movements in the classified road, in the vicinity of a car park vehicle access, to the detriment of the free and safe flow of other traffic.

The Council considers that the partial removal of the boundary wall would result in a loss of an attractive boundary to the site frontage, to the detriment of the visual amenity and character of the area, and accordingly the proposal is contrary to the aims of Local Plan Policies SP55 ‘Design Principles’, as well as the National Planning Policy Framework.
POSITIVE AND PROACTIVE STATEMENT
The applicant did not enter into any pre application discussions with the Local Planning Authority. Whilst discussions during the determination of the application have identified a possible acceptable alternative to this proposal, the applicant has been unwilling to amend the scheme. This was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
