Conditions / Reason for Refusal: 01 The Council considers that the proposed two storey front and side extensions by virtue of their position, size and forward projection is of a poor design that is wholly at odds with the character of the host property and would detrimentally affect its appearance by overly dominating the front elevation. The extensions would unbalance the pair of semi detached properties which are similar in design and would be clearly visible and prominent within the street scene. The additions would therefore be significantly harmful to character and appearance of the host property and its adjoining neighbour and to the street scene and locality. As such the development is not considered to meet the design requirements of Local Plan policies CS28 and SP55 and the Supplementary Planning Document - ‘Householder Design Guide’ and advice within the NPPF. 02 The proposed single storey rear extension, due to its cumulative excessive projection and location along the shared boundary will have a significant impact on the residential amenity of the neighbouring dwelling occupiers at No. 402 Bawtry Road in terms of loss of day light, overshadowing and overbearing impact. The proposal is thereby contrary to the NPPF, policies CS28 ‘Sustainable Design’ and SP55 ‘Design Principles’ of the Local Plan and the adopted Supplementary Planning Document - ‘Householder Design Guide’. POSITIVE AND PROACTIVE STATEMENT The applicant did not enter into any pre application discussions with the Local Planning Authority. Whilst discussions during the determination of the application have identified a possible acceptable alternative to this proposal, the applicant has been unwilling to amend the scheme. This was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
