The proposed external security shutters, as part of the replacement shop front, due to their design and materials is considered to be inappropriate in a Conservation Area and harms the character and appearance of the Rotherham Town Centre Conservation Area and the street scene of Corporation Street and the setting of the adjacent Grade II Listed Building. Furthermore, the applicant has failed to provide an analysis of the impact on the alterations on the designated heritage asset of the Rotherham Town Centre Conservation Area. As such the proposal would be contrary to Core Strategy Policies CS23 ‘Valuing the Historic Environment’ and CS28 ‘Sustainable Design’, as well as SP40 ‘Listed Buildings’, SP41 ‘Conservation Areas’ and SP43 ‘Conserving and Recording the Historic Environment’ and guidance contained in the Supplementary Planning Document 6 ‘Shop front design guide’ and in the NPPF.
POSITIVE AND PROACTIVE STATEMENT
The applicant did not enter into any pre application discussions with the Local Planning Authority. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
