The development hereby permitted shall be commenced before the expiration of three years from the date of this permission.
Reason
In order to comply with the requirements of the Town and Country Planning Act 1990.

The permission hereby granted shall relate to the area shown outlined in red on the approved site plan and the development shall only take place in accordance with the submitted details and specifications and as shown on the approved plans (as set out below)
(Drawing numbers Site and Location Plan A000, Proposed Site Block Plan A101, Proposed Ground Floor Plan and Proposed Roof Plan A101, Proposed Elevations A101)(received 14/11/24).

To define the permission and for the avoidance of doubt.

The materials to be used in the construction of the external surfaces of the development hereby permitted shall be in accordance with the details provided in the submitted application form/shown on drawing (Proposed Elevations A101). The development shall thereafter be carried out in accordance with these details.

In order to ensure a satisfactory appearance in the interests of visual amenity and in accordance with Core Strategy Policy CS28 Sustainable Design.

The use hereby approved shall only operate between the following hours:
09:00 – 18:00 Monday-Saturday.
Reason
In the interests of impact residential amenity.

The new retail unit hereby approved shall be used for uses in connection with the hairdressers and salon only and shall not be used for any other use within Use Class E.
Reason
In order to clarify the permission and to reduce the potential impact on nearby residents and local retail centres.
Coal Authority

The construction of the development shall be carried out in accordance with the measures detailed on pages 7 and 8 of the Coal Mining Risk Assessment (13 January 2025, prepared by Lyons CMC Ltd).
Reason
In order so that the application site is, or can be made, safe and stable for the proposed development.
Positive and Proactive Statement
Whilst the applicant did not enter into any formal pre application discussions with the Local Planning Authority, the proposals were in accordance with the principles of the National Planning Policy Framework and following the submission of the Coal Mining Risk Assessment did not require any further alterations or modifications.
